History of Creation

Federal Law No. 116-FZ “On special economic zones in the Russian Federation” was adopted on June 22, 2005.

The special economic zone was created in Irkutsk Oblast according to the Government Decree No. 72 of the Russian Federation on February 03, 2007.

Agreement No. 2773-ГГ/Ф7 on creation of a special economic zone of tourist and recreation type on the territory of Irkutsk district municipal formation of Irkutsk oblast was concluded between the government of the Russian Federation and administration of Irkutsk Oblast on March 02, 2007.

The area of the special economic zone was increased at the expense of land plots situated on the territory of the municipal formation Slyudyansky District of Irkutsk Oblast (Baykalsk town) according to the Government Decree of the Russian Federation on September 08, 2010.

An additional Agreement on introduction of amendments, which were made due to the expansion of the SEZ area, to the previously concluded Agreement on creation of the special tourist and recreational economic zone was established on October 29, 2010.

The first residents of the special economic zone became LLC “Baikal Ski Resort “Sobolinaya Mountain” and Ilim Baikal LLC on December 30, 2011.

The initial term of the special economic zone was prolonged up to March 1, 2055 according to an additional Agreement on December 29, 2012.

An Agreement on delegation of the special economic zone management power to the Government of Irkutsk oblast was concluded by the Ministry of Economic Development of the Russian Federation and the Government of Irkutsk oblast on September 05, 2016.

The Ministry of Economic Development of the Russian Federation and JSC "Special economic zone "Irkutsk" concluded an agreement on the partial authority delegation to JSC "SEZ "Irkutsk" to manage the special economic zone “Gate of Baikal” on September 27, 2017.

In 2018 JSC "SEZ "Irkutsk" began the construction of water supply and sanitary sewer systems to connect residents' facilities in Predgorny (Piedmont) and Pribrezhny (Coastal) districts on the territory of the SEZ "Gate of Baikal".
